They are in reverse order to each other. Understanding this sequence is important when you do Shri Vidya Devi Khadagmala Path based on Shukla and Krishan Paksha Tithis. Also this order will help you to worship one Nitya per day -- worshipping Nityas are very useful in Shri Vidya tradition. In Shri Yantra / Meru, these 15 Nityas exist at the outer periphery of the innermost triangle. And at the centre of the triangle Devi TripurSundari resides. Hindu should worship Shri Yantra / Meru daily along with Shivling Abhishek, it doesn't take much time.
Note: Each Paksha has 15 days in it. Shukla Paksha is of 15 days and Krishan Paksha is also of 15 days. So in 30 days, once circle of Khadagmala gets completed.
