Lot of people are struggling to get Ads.txt found on their website, there are lots of tutorials and videos available to check with -- but the easiest thing I found to do is below.
If you want to set your custom domain this link (https://support.google.com/blogger/answer/1233387?visit_id=638440983670858569-2321839257&p=customdomain&hl=en&rd=2 ) will help you a lot. Read that carefully.
In my case 1) http://www...... and 2) https://www..... were working, but 3) http://..... didn't work at root domain. And Ads.txt must be found at root level, so as the above link tells, I created both 2 CNAMEs and 4A records. And it solved my problem, root level domain redirected to https://www....../ads.txt.
